This means the pump will burst to 8 psi then run at 4 psi. What this means is: the pump initially pumps at 8 psi (to fill your bowl or bowls quickly), then drops and runs around 4 psi. They needed a pressure regulator to dial them down, so as not to strain the inlet valve (common carb psi capability is 5 psi). Empi recommends the use of a fuel pressure regulator.
