but since it's behind glass I can't tell positively what it is or whether it can be brushed or cleaned off

On the fringed posing chair she is standing next to is hat or bonnet

The imprint on the back is of the photographer J

Her feet are crossed and a small flower has been placed in her hand. Photographer was William E. West, of Derby Line, Vermont. 4" x 2. 5". Very good antique condition. There are a couple of light dings on the surface, but they aren't an issue.
